Hey! I tried your “Internet Explorer Proxy Monitor” and I love it, except one problem. How about you include the option to change the double-click action of the system tray (notification area) icon?
By default, double-clicking the icon will open the main window. But the user should be given an option to change this action, so that double-clicking toggles (enable/disable) the IE proxy.

You can keep the double-click action to be “Open”, but make a single-click action on the tray icon to toggle the proxy. Mention it in the right-click menu as “Enable proxy (single left click on icon)”.
In either case, please introduce two different icons for the proxy enabled/disabled conditions. Could be the same computer screen with globe icon, but when disabled, the screens should be red in colour (just a suggestion).
